Previously, Watkins was head of compliance at the National Lottery Commission. Prior to joining the organisation she was the compliance manager for Focus, the Training and Enterprise Council for central London. Commenting on her new role, Watkins said: "I would like to continue developing the internal capacity and strengthening the strong culture of the organisation."
