HRMI 2022: Mark Grimley, group director for people and corporate services, Government of Jersey

Rising rapidly through the profession, Mark Grimley has a proven record of delivering within some of the more challenging public sector roles within local government, as well as taking roles in the private sector and with a national charity.  

Grimley’s expertise has been to join organisations at a time of significant change, working closely with the highest-ranking executives and boards to make sure culture is placed at the heart of their organisation, and challenging them to find creative yet simple solutions that deliver the greatest benefit to their employees. 

On joining the Government of Jersey in 2019, Grimley inherited a challenging role. Reports revealed an organisation plagued with poor governance and institutional bullying, that was trying to complete a difficult remodelling of reporting lines and accompanying services.  

Advising the States Employment Board, chaired by the chief minister of Jersey, Grimley’s role is subject to significant public interest and scrutiny. 

In spite of the pandemic, Grimley has reformed the island’s central services, and is now delivering an ambitious strategy for improving culture and addressing the structural deficiencies in skills, talent, and succession planning.  

In 2021, his team were one of two winners of the Best Crisis Management Strategy in the HR Excellence Awards.
