As far as the rest of those who keep law and order are concerned, troubled home secretary Jacqui Smith has a fight on her hands. As we were going to press, the Police Federation was preparing to ballot officers on whether they want to lobby for the right to picket. They are furious that a pay increase has not been backdated.
