HRMI 2021: Philippa Bonay, Director of People and Business Services, Office for National Statistics

A fellow of the CIPD and one of 2020’s UK 50 Leading Lights in Kindness & Leadership, Bonay has extensive international corporate experience across the whole HR remit in both the private and public sectors.

As People & Business Services Director for the ONS, she is responsible for human resources, estates, facilities management, H&S, business services and the customer contact centre. She is also the HR director for the Government Analysis Function (17,000 people) and the Government Statistical Service, and a member of the Civil Service HR Function Board.

A bilingual French speaker, Bonay started her career in Paris in marketing, communications, and PR. After moving back to the UK, she worked in senior HR roles for Honeywell Aerospace, Thales Naval and Autologic before joining the Civil Service in 2010, where she has led on the HR agenda and its development in a variety of generalist and specialist roles at the Home Office, Cabinet Office and MoD, and a secondment as HR director for AXA Tech.

She is co-founder and co-lead of the Oxford Leadership Knowledge Club for alumni of an Oxford Saïd Exec Leadership Programme. She is a Trustee for Beyond the Streets.  In addition, she is engaged in supporting improved literacy and life chances for children from all backgrounds within the UK and improving education for women and children globally.
