Health and safety rules are no longer enough, argue experts

Rules, regulations and warnings about health and safety are under threat of ending up as "safety wallpaper" according to Rok's health and safety director.

Speaking at a conference organised by the British Safety Council (BSC), Shaun Davis, group director of safety, health and environment at the building firm, voiced his fears in response to a report from the BSC exposing unsafe behaviours and poor company culture as the main contributors to workplace accidents.

Professor Neil Budworth, corporate health and safety manager at E.on UK, added: "Good health and safety is good business. Confidence in the management of your business can seriously decline if your health and safety record is poor. You need the right tools and strategy to engage with different parts of any business - people need interactive communication to get them engaged."

Brian Nimick, chief executive of the BSC, said: "Sound and effective health and safety policies and systems, while vital, are not by themselves good enough to produce good performance.

"Successful behavioural change is about change from the top down with involvement from managers at all levels."
