Gillian Quinton, executive director (resources), Buckinghamshire County Council

Gillian Quinton started her career in retail management with the Kingfisher Group and has since focused on public sector roles. She joined Buckinghamshire County Council in 2005 as director of HR and organisational development.

Since 2010, Gillian Quinton (nee Hibberd) has been the strategic director for resources and business transformation and is now responsible for finance, legal, HR, ICT, customer services, support services and business transformation.

Quinton has led the council’s major transformation programme, which has delivered £21 million worth of savings to date. She is a past president of the Public Sector People Managers Association and has been named an HR Most Influential Practitioner every year since 2010.
