HRMI 2021: Stephen Moir, Executive Director of Corporate Services, Edinburgh Council

The City of Edinburgh Council’s executive director of corporate services since 2017, Moir Moir is responsible for leading the Council’s strategic and corporate services, including HR, Finance and Procurement, Legal and Assurance, Customer and Digital Services.

In 2021, his role expanded to include leadership responsibilities for Strategy and Business Planning, Strategic Change and Delivery, Democratic Services, and Resilience and Emergency Planning.

Moir was previously the chief people officer for NHS England and head of profession for HR in the NHS, the 5th largest employer in the world. Before NHS England, he was the deputy chief executive of the Yorkshire Ambulance Service NHS Trust and has worked as an executive director for more than 16 years. A career public servant, Moir is a strong advocate for the difference that public services can make to improving the outcomes and life chances for people and communities.

A past president of the Public Services People Management Association (PPMA), Moir has also held a range of non-executive roles, including as a board member of the Chartered Institute of Personnel and Development (CIPD). He is also the current vice chair of court for Edinburgh Napier University.


Moir became a chartered companion of the CIPD in 2020.
