She is also a pro vice chancellor and member of the directorate, contributing towards strategic planning, acting as an advisor to the board of trustees and chairing several sub-committees.

Regent’s is a highly international and cosmopolitan university. The institution gained university status in 2012 and is now the UK’s leading private sector not-for-profit education institution. At Regent’s Shutter has developed and delivered the organisational development and culture change, people, wellbeing and equality strategies and plans. More recently she has led a full review of the organisational culture, with a specific focus on staff involvement and the optimisation of two-way communication.

Prior to Regent’s Shutter was head of HR at Oxford City Council, where she restructured the senior team and transformed trade union relations. Prior to her local government role Shutter was director of HR and government for Chiltern & South Bucks Primary Care Trust where she led a major initiative that contributed to it gaining four-star trust status, with the strategy she had developed rolled out elsewhere within the strategic health authority.

Shutter is a fellow of the CIPD and is invited to speak regularly at Leadership Foundation and CIPD events about her work to date, which has covered organisational development, leadership development, managing change, performance management, HR consulting, mentoring and coaching.
