HRMI 2022: David Blackburn, chief people officer, Financial Services Compensation Scheme (FSCS)

David Blackburn joined the Financial Services Compensation Scheme (FSCS) in 2013 as head of human resources and organisational development. In 2014, he was promoted to the executive team and in 2017 appointed chief people officer.

At the FSCS Blackburn is responsible for the end-to-end employee life cycle including recruitment, learning and development, total reward, diversity, equity and inclusion, and employee environment and experience.    

The co-author of the organisation’s first ever five-year plan: Vision for a Confident Future and the scheme’s business strategy for the new decade, his contribution goes beyond HR.  

He has helped the FSCS to be recognised as the fourth most inclusive employer in the UK, the 18th most inspiring workplace in EMEA and a Gold Investor in People.   

He and his team at the FSCS have also been shortlisted numerous times in the HR Excellence Awards, most recently taking home 2020’s HR team of the year award. 

Blackburn is a chartered companion of the CIPD and a fellow of the Royal Society of the Arts, Manufactures and Commerce; the Institute of Leadership and Management and a Member of the Guild of HR Professionals.  

He speaks regularly at events in the UK and beyond and is the recipient of numerous awards.
