HRMI 2021: Richard Hall, Head of Resourcing and Learning and Development, Hertfordshire County Council

Hall is head of resourcing and development at Hertfordshire County Council. Prior to this he has held numerous positions including roles with Anglian Water Group and IBM.

Hall’s remit is broad and encompasses leading the resourcing, learning and development, and HR change functions. In his role he is responsible for setting out how the Council safely recruit attract and retain the best talent for the organisation who in turn provide services for the citizens of Hertfordshire. He provides leadership on resourcing, branding and attraction, apprenticeships, compliance, performance, culture and behaviours.

He sits on the HR senior Management team at the council and reports to HR director – Sally Hopper.

Hall studied Business at DE Montfort University after which he completed post graduate qualification at Anglian Ruskin University.  He started his career at IBM, before moving to Anglian Water group.
