HRMI 2021: Harvey Francis, Executive Vice President and Chief HR Officer, Skanska UK

Harvey Francis is executive vice president and chief people officer at Skanska UK Plc, a role he has held since 2008. He joined Skanska in 2007, having previously held senior HR and operational roles at Pfizer and BT.

Francis is a member of both Skanska UK’s Executive Management Team and Plc board and reports to the CEO.

He is responsible for all elements of the people agenda and is passionate about creating an inclusive culture where people and organisations come together for mutual benefit.  He also has responsibility for communications and workplace.

Francis spent the early part of his career in Retail Management with House of Fraser, Virgin Group and BT, prior to moving into HR.


A hallmark of Francis’s HR career has, and continues to be, change and transformation of both business and the HR function.

He has been the Chairman of the Skanska Pension Fund Trustee Board since 2010, is a member of the Chartered Institute of Building Policy Board, and a member of the editorial boards for HRDirector magazine and Construction Manager magazine.


He is married with three children.
