Former Liberal Democrat work and pensions spokesman Lord Kirkwood of Kirkhope will open the debate.  Other members scheduled to speak include Lord Fowler, former Conservative secretary of state for employment; Baroness Noakes, former Conservative spokesperson for work and pensions and for the Treasury; and Lord McKenzie of Luton, former Labour minister for the Department of Work and Pensions.

The minister for welfare reform, Lord Freud, will speak on behalf of the Government.

Automatic enrolment in a qualifying scheme, which includes mandatory employer contributions, is set to come into force from 1 October 2012.
