Althea Loderick, chief executive and head of paid service, Newham Council

Althea Loderick has been a stalwart of the HR Most Influential Practitioners ranking’s top three for several years now

In her former role as strategic director of resources at Brent Council, which she took up in 2016, Loderick oversaw a formidable range of areas beyond HR and OD – including finance, property and FM, ICT and digital services, legal services and procurement, customer services, citizenship and registrars as well as commercial services. As such she has come to represent a powerful role model for others in HR of the opportunity for HR professionals to use their people expertise to enact change right across an organisation.

Loderick is now stretching this more generalist, executive muscle as chief exec at Newham Council, a move announced in March 2019. She brings with her particular strengths in leadership, transformation and culture change.

At Brent Loderick oversaw the expansion of the council’s property development and acquisition portfolio, the digital transformation of customer services, and streamlining and modernising service delivery in the resources directorate.

Prior to Brent Loderick was chief operating officer at Waltham Forest Council, initially joining the council as director of human resources and transformation. As the COO she was responsible for a range of corporate and customer services, delivering the transformation programme, and leading the overall transformation agenda under the council’s ‘Redefining Waltham Forest Programme'.

Before joining Waltham Forest Loderick was a service director in a national policing role where she led both national and international programmes including the people strategy, workforce modernisation and various change programmes affecting almost a quarter of a million officers and staff. Prior to this Loderick was a deputy director in the National Offender Management Service where she was the lead for people strategy, workforce change and the HR operating mode.

Over her 25-year career Loderick has enjoyed roles across local government and large national public sector organisations, as well as having worked in organisation development within a private sector consultancy. She is passionate about high-quality public services and the ways corporate services should enable the successful delivery of business and organisation priorities to ultimately empower citizens to improve their lives.
