Gordon Brown will today meet business leaders and union representatives at the Science Museum in London to discuss the crisis in Britain, which amounts to 1.8 million jobless people.
Rumoured solutions Brown could suggest include employers being paid £2,500 for every employee they skill up.
The TUC recommends the Government should set up job creation programmes to help those made redundant and ensure fair redundancy settlements, training and ongoing support.
TUC general secretary Brendan Barber, said: "The Government must strain every economic muscle to make sure the recession is as short and shallow as possible. But unemployment will still grow throughout 2009 and we need this jobs summit to map out a comprehensive package to help those facing redundancy and, in particular, provide them with the best possible chance of re-training."
