Althea Loderick, strategic director of resources, Brent Council

Althea Loderick is the strategic director for resources in Brent Council, where she has strategic oversight of finance and procurement; property and FM; HR & OD; IT; legal services; customer services & registrars and commercial services.

Loderick's role is to provide an overview of the council’s resource and asset base, these being money, people, property and information technology, and to manage these to ensure that the priorities of the council are appropriately resourced to most effectively contribute to delivering Brent’s priorities. She also leads on identifying new ways of working and designing and delivering services that both generate income and underline Brent's enterprising approach.

Since arriving at Brent in June 2016, Loderick has overseen the expansion of the council’s property development and acquisition portfolio, has focused on the digital transformation of customer services and is prioritising streamlining and modernising service delivery in the resources department to support the Council’s business.

Prior to Brent, Loderick was chief operating officer at Waltham Forest Council, with responsibility for a range of corporate and customer services and delivering the transformation programme. She initially joining the council as director of human resources and transformation. As the chief operating officer, Loderick was the senior responsible officer for a series of major change programmes forming part of the Future Council agenda, including a whole new approach to the council’s business support services as well as leading the overall transformation agenda under the council’s Redefining Waltham Forest Programme. She had overall responsibility for the programme management and delivery of major corporate change and led the change to the council’s culture, structure, ICT, human resources and organisation development to make these changes a successful reality.

Before joining Waltham Forest, Loderick was a service director in a national policing role where she led people strategy and workforce modernisation and change programmes, impacting almost a quarter of a million officers and staff. Many of the changes still being implemented in policing sat within her remit as the lead for national workforce policy. In this role she was involved in both national and international programmes. Prior to this, Loderick was a deputy director in the National Offender Management Service where she was the lead for, among other things, people strategy, workforce change and the HR operating model.

Over her 25 year career, Loderick has enjoyed roles across both local government and large national public sector organisations, as well as having worked in organisation development within a private sector consultancy. She is passionate about high quality public services and, having spent 10 years of her career as an operational manager in supported housing before going into HR and OD, remains focused on the ways in which corporate services should enable the successful delivery of business and organisation priorities to ultimately empower citizens to improve their lives.
